Most new, small businesses cannot handle 100 calls a week from Google Ads, which means that if they invest $1000 in 1 week, most of those leads will go to waste. Customers expect a quick response. If you cannot respond in a few hours due to an overload, you will more than likely lose that prospect along with the cost to generate that lead.
